
Ed Derman
Ed Derman is the Deputy Chief Executive Officer for Plan Design and Communication at CalSTRS.
He is responsible for:
- Management of the analytical activities within CalSTRS, including actuarial
analysis and plan design, and management of state and federal legislation affecting CalSTRS;
- Communications activities, including benefit counseling and financial education workshops,
the development of member publications, and media relations;
- Efforts to enhance deferred compensation investment programs for school employees,
including 403bCompare, Pension2 and 403bComply; and
- The development of new benefit programs, which has included the Cash Balance Benefit
Program for part-time educators and the Medicare Premium Payment Program,
which pays Part A premiums for eligible members.
In addition, the CalSTRS Ombudsman reports to Derman.
Derman came to CalSTRS in 1998 from the California State Senate Committee on Appropriations.
During his 12 years as a Principal Consultant to the committee, Derman was responsible for analyzing
legislation and providing assistance in policy issues affecting state and local retirement programs
and employee compensation, taxation, transportation, local government and state fiscal
administration. Prior to his service in the Senate, he worked for 2 years in the Chancellor's
Office at the California State University and for 6 years as a Program Analyst at the office
of the Legislative Analyst.
Derman is a native of Rochester, New York, and holds a Bachelor of Arts degree from the University
of Chicago and both a Master of Public Policy and a Master of Science in Engineering degree from
the University of California, Berkeley.
