Cassandra Lichnock
Cassandra Lichnock is the Human Resources Executive Officer and is responsible for CalSTRS human resource
strategies, policies and processes, as well as providing oversight of CalSTRS Strategic Planning Performance
Management and the survey, research, and analysis of internal and external stakeholders. Her areas of
responsibility include change management, classification and compensation, EEO, employee recognition, labor
relations, payroll and benefits, recruitment, selection services, training services, wellness, and workforce
planning.
Ms. Lichnock joined CalSTRS in August 2008 as the Director of Human Resources; in November of 2009,
she was asked to join CalSTRS Executive Management Team, changing her title to Human Resources Executive
Officer. Prior to coming to CalSTRS, Ms. Lichnock served as Deputy Director of Human Resources for the
California State Lottery with the responsibility for leading and directing the Lottery’s Human Resource
Programs. Ms. Lichnock has over 15 years of experience in Human Resource Management and has held a variety
of human resource key positions over her 19 year career with the State of California. Ms. Lichnock is
dedicated to applying her background to ensure CalSTRS maintains the ability to be an employer of choice.
A native of California, Ms. Lichnock holds a Bachelor of Arts in Management from Golden Gate University,
San Francisco, as well as certificates in Human Resource Management from Golden Gate University, and
Labor-Management Relations from University of California, Davis. Ms. Lichnock lives in Folsom with her
husband, David; they have two daughters, Monique and Kayla.
