CalSTRS' future home will be located on the banks of the
Sacramento River in West Sacramento
between the Tower and I Street bridges. Bordered on the north by E Street, to the south by F Street
and to the west by Third Street, the building's southeastern exposure will provide dramatic views
of the region as well as plenty of natural light throughout. The new headquarters building will be
a part of the Raley's Landing Project.
The Raley's Landing Project proposed for the

is a key component of the city's redevelopment and revitalization efforts. CalSTRS' headquarters is one
element within the project; CalSTRS' proposal also includes a real estate acquisition that could
provide 150 condominiums across F Street from the new building.

Within the Raley's Landing Project, CalSTRS' proposed plans for its 5.76 acres include:
- 4.57 acres for the headquarters building and expansion property, if needed. (River 3 above)
- 1.19 acres across F Street that may be developed as a single tower, high-rise residential
building, housing 150 units. (River 2 above)
Proposed plans for the CalSTRS headquarters include:
- A 13-story office tower on two levels of public space will encompass 400,000 gross square feet.
It is designed to qualify for a LEED® Gold Certificate by using the latest breakthroughs in
building science and technology for sustainable, "green" construction.
- A five-level, covered parking structure providing approximately 1,000 spaces and an additional
132 street-level parking spaces.
- Final project cost: $275 million
The expansion property, part of CalSTRS' real estate acquisition, may be developed at a later date,
depending on the growth requirements of CalSTRS. Tentative plans for this seven-story high-rise office
building call for 200,000 gross square feet of office space, up to 617 parking spaces and up to
20,000 square feet of retail space to be made available for lease along the Third Street frontage.
CalSTRS proposes to develop a 17-story high-rise residential building that faces River Walk Park and
overlooks the Sacramento River. This property could provide 150 condominium units and 300 parking spaces.
The overarching goal of the proposed project is the orderly and systematic development of an integrated,
mixed-use community to further the broader redevelopment plans in the city of West Sacramento.
The project is designed to create a vibrant community feel with a river front space that is safe,
inviting and walkable.
The project features four distinct buildings that fit nicely within the city's goal for the area.
In addition to the CalSTRS parcels described above, they include:
- River 1, located nearest the Tower Bridge on the corner of West Capitol Avenue and River Walk
Park, is a mixed-use building to possibly include commercial/retail space, a restaurant,
a hotel or residential units and 1,000-plus parking spaces.
- Washington Street, located on West Capitol Avenue will provide retail space and 550 housing
units with onsite parking.
