CalSTRS adopted a "team-build" development approach for the new headquarters project.
Rather than using a classic development process in which the development players are
involved one after the other, all players under the team-build concept are involved in
the project from beginning to end. This approach ensures greater communication
among all parties. For example, the construction contractor is part of the design process
which ultimately reduces the number of change orders during construction. This approach
helps to reduce the project planning timeframe, which helps reduce development and construction costs.
The project team includes representatives from across the CalSTRS organization: executive,
management and rank-and-file employees.
