Kathleen Andleman
Kathleen Andleman has served as CalSTRS General Counsel since April 2007. She provides legal counsel
to the California State Teachers’ Retirement Board and its committees. She is also responsible for
the management of the Legal Office, Information Security Office, Office of Privacy and Compliance and
the Community Property Unit.
Prior to joining CalSTRS, Ms. Andleman served as Chief Counsel at the Victim Compensation and
Government Claims Board. She earlier worked as an attorney for the California Franchise Tax Board for
over 12 years, where her work ranged from handling complex multistate and multinational corporate
issues to later managing the department’s General Counsel Section.
Ms. Andleman began her legal career in private practice at a firm that represented a number of
California school districts. She went on to work for firms with an emphasis in business litigation,
where her clients included financial institutions and homeowners’ associations.
A resident of Sacramento, Ms. Andleman earned her law degree from the University of the Pacific,
McGeorge School of Law and a Bachelor of Arts degree from the University of California, Irvine. She
is a member of the California Bar.
