
Kathleen Andleman
Kathleen Andleman is General Counsel for CalSTRS, where she serves as the chief legal advisor to the State Teachers’
Retirement Board. She provides operational leadership for CalSTRS’ legal, audit, contract, compliance, community
property and information security areas.
Ms. Andleman joined CalSTRS in April 2007 after serving as Chief Counsel at the California Victim Compensation and
Government Claims Board. She earlier worked as an attorney for the California Franchise Tax Board. Her 12 years of
experience at FTB ranged from handling complex multistate and multinational corporate tax issues to managing the
department’s General Counsel section.
Ms. Andleman began her legal career in private practice at a firm that represented a number of California school
districts. She later worked for firms with an emphasis on business litigation, where her clients included financial
institutions and homeowners’ associations.
A resident of Sacramento, Ms. Andleman earned her law degree from the University of the Pacific McGeorge School of
Law and a bachelor’s degree in history from the University of California, Irvine.
