CalSTRS Is Expanding

In fall 2019, CalSTRS will begin efforts to expand its headquarters located on Waterfront Place in West Sacramento. The new building will occupy the parking lot to the west of the current CalSTRS headquarters and parking garage.

As more people choose education for their careers, the headquarters expansion will allow CalSTRS to grow as the CalSTRS membership grows. The new ten-story tower will include over 200,000 square feet of additional office space and an additional 400 parking spaces available for CalSTRS members, staff and the public.

What to Expect

As construction begins, visitors will notice ongoing changes and activity around the current headquarters building. Construction working hours will be Monday through Friday, 7 a.m. to 7 p.m. There may be some exceptions depending upon activity.

Updated parking instructions will be available and CalSTRS has developed a tentative schedule to help follow the new building’s progress.

  • Late Summer 2019
    The construction team will start staging for construction and setting up fencing and security. Building materials storage and office trailers will be placed near the building site. Interior garage work will also start. Street parking around the building on D Street and Second Street will be reserved for construction crew parking needs.
  • Fall 2019
    A tower crane will be set in place and concrete foundations and materials will be poured. The south entrance to the parking garage will be closed. Traffic congestion will increase on Third Street and E Street due to increased construction crew activity.
  • Fall 2020
    Exterior components of the building, such as walls, roofing and doors, will be constructed. Expect the height of traffic congestion impacting streets around the site during this phase of construction.
  • Spring 2022
    Furnishings, landscaping and signage will be installed and CalSTRS will move into the building. Construction staging will be removed and all parking garage entrances and exits will be fully operational. There will be minimal impact to traffic during this time.

Project History

When the Teachers’ Retirement Board approved the current headquarters building in 2006, the plans included opportunities for future expansion to accommodate a rise in membership and staff growth. After two years of analysis exploring expansion, leasing or the acquisition of a new building, the Teachers’ Retirement Board unanimously voted to expand on-site and explore using tax exempt bond financing to fund the expansion.
