Guidelines for service of process

The California State Teachers’ Retirement System (CalSTRS) has adopted a hybrid work schedule for most staff members. Accordingly, CalSTRS is providing the following instructions for service of process by mail, electronically (where applicable) and in-person to ensure the timely processing of legal requests.

Please read the following processes carefully, as failure to follow these guidelines may result in service of process not being received or accepted in a timely manner and may result in invalid service of process.

Service of process by mail

Service of process by mail is the preferred method of service due to the current hybrid work schedule. The agent for service of process is authorized to accept service on behalf of CalSTRS by mail at the following address:

The following documents may be served via mail directed to the address above:

  • Service of requests for the release of records including California civil / federal / agency subpoenas, search warrants, writs and motions as well as other pleadings, including garnishments.

NOTE: A summons and complaint may only be served by mail in accordance with California Code of Civil Procedure § 415.30 by Notice and Acknowledgment of Receipt.

Confirmation of receipt and acceptance of service via mail will be emailed by the Office of Legal Ethics and Accountability (OLEA) from Compliance@CalSTRS.com to an email address you designate when serving the documents by mail.

If you do not receive a confirmation of receipt and acceptance of service from Compliance@CalSTRS.com, service of process may not have been effected and you should contact Compliance@CalSTRS.com immediately.

Service of process by email

CalSTRS will not accept service of documents via electronic mail, except for the following:

  • Qualified Domestic Relations Order (QDRO)
  • Judgment of Dissolution
  • Joinder
  • Requested Identification Documents

Service of documents via email must be delivered to Community Property at Community_Property@CalSTRS.com. Confirmation of receipt and acceptance of service via email will be delivered to the sender via return email.

If you do not receive a confirmation of receipt and acceptance of service from Community_Property@CalSTRS.com, service of process may not have been effected and you should contact Community_Property@CalSTRS.com immediately.

Service of process in-person

Service of process in-person may only be effected at CalSTRS Headquarters located at:

100 Waterfront Place
West Sacramento, CA 95605

Staff within the Office of the General Counsel are the only authorized representatives to receive service on behalf of the organization and/or employees in their official capacity and may not be available to receive service due to the current hybrid work schedule. Accordingly, service of process by mail is the preferred method of service.

NOTE: CalSTRS staff are not permitted to accept service of process on matters involving an employee in their individual capacity.
