The California State Teachers’ Retirement System and the Teachers’ Retirement Board (board) propose to adopt new regulations, in the form of section 20511 in Article 2 of Chapter 1, Division 3, Title 5 of the California Code of Regulations, after considering all comments, objections and recommendations regarding the proposed action.
The proposed regulations establish a public comment framework that provides an opportunity for members of the public to attend and participate in meetings of the board. The Bagley-Keene Open Meeting Act requires a state body, such as the board, to provide an opportunity for members of the public to directly address the state body on items on its agenda. Bagley-Keene also authorizes a state body to adopt reasonable regulations to carry out the intent of the public comment requirement.
The proposed regulations make specific Government Code section 11125.7 as it relates to public comment at board meetings.
