Benefits & Services Executive Officer
Andrew Roth is the Benefits & Services Executive Officer. Mr. Roth was promoted to the position in May 2015. The position reports directly to the chief operating officer.
As BSEO, Mr. Roth oversees the largest branch in the CalSTRS organization. The branch’s business areas include the: Business Transformation, Customer Service, Disability & Survivor Benefits, Member Account Services, Retirement Readiness, and Service Retirement divisions. He is also responsible for the oversight of the Contact Center and employer reporting processes.
Mr. Roth began his tenure with CalSTRS in 2012 as the director of Client Outreach & Guidance. Prior to joining CalSTRS he worked in several other California state agencies including the Departments of Public Health, Corporations, Social Services, and the Bureau of State Audits.
Mr. Roth is responsible for the vision, strategic direction, policy development and management of the Benefits & Services Branch. He also reports to the Teachers’ Retirement Board, represents CalSTRS with stakeholder groups, and serves as the executive sponsor for various large scale internal projects.
Mr. Roth served on the board of the California Jump$tart Financial Literacy Coalition from 2010-2012. In 2009 he was awarded the North American Securities Administrators Association’s Distinguished Service Award for his contributions to investor protection efforts in North America.
Mr. Roth holds a Bachelor of Arts in history and a Master of Public Administration from the University of Washington.
